Only thing that comes to mind is a hand crank generator for an old time phone.

I agree it looks like a hand crank generator but it looks much to large to be for a phone, a human should be able produce between 50 and 70 Watts for a sustained period of time and that device looks like it's up for it. Does it have what might be terminals on it?

no terminals, but if you look at the center picture, there are 2 screws that look like a wire could be attatched to them.this thing is heavy,it weighs like 10 or 15 pounds

It's hard to tell from the pics, but could it be a can opener?

Hand Cranked Telephone Generator. 90 volts output. You've seen the old movies....pick up the little bell shaped earpiece, put it to your ear, crank the handle to ring thru for the operator and when she answers, tell her to connect you to Boston Blackie, or Dragnet, or whoever it was back then.

Pot cleaner, it allows you to grind up the stems and seeds and hide it in the bag you plan on selling

Attach two wires and drop them in the water, crank like hell and then go dipnet all the fish you just shocked up to the surface.
