Default Heat Pump vs. Space Heater

It has been pretty cold lately and my heat pump is constantly cycling on and off, maybe 10 minutes off and 20 minutes on. With the temperatures in the low 30 to high 20's, is it better to let the HP run, or offset this with some actual Heat? Last winter was really cold and I ran the space heaters upstairs (small 1000 sq. ft condo), and downstairs was REALLY cold in the mornings ( the christmas tree water froze), but it was toasty in the bedroom at night. Any ideas on the correct way/ economical way to heat the house?
