It's unknown what type of GPS / personal safety beacon he had.

It might not have been as simple as pushing a button.

I am not aware of a GPS device that sends an emergency signal. But most VHF radios have that ability.

Man, that's just stupid and sad at the same time. Why the hell would anybody spend money on a GPS (or bother to carry it for that matter) and not know how to use it?

I had a condom in my wallet all through High School, and I never had a clue as to what to do with it

Many phones have a built in GPS ... many don't use it (ever)

Even if you turn the GPS locator off on your cell phone, it automatically turns on when you dial 911.

That's a tad different, don't you think?

Hell, some people choose a cell phone based on it's color, and GPS is just part of the package. That's a lot different than carrying a dedicated GPS unit on a snow skiing trip and not even knowing how to get it to read LAT/LON.

When I have new guest on my boat and I,m headed offshore. I make sure they know how to work my GPS, just in case something happens to me. Also make sure they can work my radio.

Craving burgers, I searched the machine's business directory for a diner. But the address was wrong, and I ended up at a dead end near some oil tanks.
