Default CitiGroup/CitiBank A Penny Stock?

Today CitiGroup dipped to 97-cents a share, bounced back to $1.02. When stock gets below $1/share, is it considered a "penny" stock?

I think it's actually considered a penny stock when it is below 3 or 4 bucks.

I bought 25 shares today although I'd probably be better off putting $25 on the blackjack table.

The government owns about half of Citi. (C)

The shares outstanding are 5.5 billion.

Buy the remainder at 2.75 billion at a dollar and you own the balance of the company.

I's sure they will fully disclose all of their liabilities and holdings to you before the sale.

And if you want to own some jets and big real estate you should go for it.

After all, most people on the news think the market can't go any lower.

Also, it might make me comfortable if you would buy the whole shebang!
