This is annoying and I cannot figure out how to get rid of it.

Did you change/accept the settings the page is asking you to? That's really all you have to do, then it will go away and your search options will be properly configured.

You might also try:

In Internet Explorer, click Tools -> Internet Options

Under "Home Page", change it to whatever you like.

Ditch IE and go to Mozilla.
