Yahoo does the best one stop shopping IMHO. You can register the domain name, build and publish your website and get hosting all through Yahoo. They have a special now for $1.99 domain name registration or really cheap hosting $$. My wife just created her photography site and had a really hard time with Google, so we went with Yahoo. If you need something really unique or elaborate, you will need Dreamweaver or Frontpage(software) to create the site, if not, just use one of the templates offered at Yahoo. There are free hosting services out there, but the reliability is crap and zero service available.

Like I said, we just went through all this in the last 2 weeks so if you have any questions, I'll help if I can.

I've used sitespinner by virtual mechanics and it's a good tool for beginners. I have site5.com hosting my company site and when I went to add another domain last week I found I could upgrade my 3 year old account to something like 10x what I had and the price went down. Go figure So now I'll be making a new site for family and one for fishing pcitures and a bunch of other stuff.
