You should read that again. That was neither the conclusion nor the intent of the study. It was also not a study but a post-hoc survey. The intent was to find out what behaviors of 2 study groups led to increased cases.

Group 1: symptomatic adults (persons aged ≥18 years) with SARS-CoV-2 infection (n=154)
Group 2: symptomatic outpatient adults from the same health care facilities who had negative SARS-CoV-2 test results (n=160)

The primary difference between the 2 groups was that group 1 were "approximately twice as likely to have reported dining at a restaurant than were those with negative SARS-CoV-2 test results."

This despite a majority of people in group 1 claiming they wear a mask always or most of the time. Well, no they don't. Can't wear a mask when you're eating. Drinking? I guess through a straw. Who does that, though? So, bullshit on that claim.
People lie or fudge the truth all the time in surveys. Heck, most of us fudge the truth when our Dr. asks about our drinking, smoking, or exercise.

These are not appropriate study groups to attempt to answer the question regarding mask wearing and covid-19 infections.
