Injury on state property

Fall of 2019 in Virginia we were leaving a college football game. The wife tripped and fell on a leaf covered sidewalk, couldn't tell where the sidewalk was because of the leaves covering everything. Her arm was broken, requiring surgery and 7 months of physical therapy. Total bills approaching 60K. Any advice has to how to proceed as far as recovering cost and realistically can we sue for this. We have been given a case number to file with the state after the accident report was filed.

It was an accident. They happen. I hope your wife makes a full recovery. Who do you want to sue? The tree or the sidewalk?
If I were able to sue for all the spills I took while exiting stadiums, I'd make Bill Gates look like a pauper.

Tripped while walking? Isn’t that what medical insurance is for?

How do you know for sure if she was walking on a leaf covered sidewalk or not if the leaves were covering everything according to your post. Quite possible there was ice under the leaves that no one saw and maybe sue the snow plow driver that was in charge of snow removal. I hope she recovers 100% and then some, but if you can sue someone or some property owner for leaves being on the ground, what would happen if your newspaper boy, mailman, oil delivery driver fell in your yard because you didn't clean up all of your leaves. If she fell and got hurt because the entire section of seats collapsed, I'd be on your side a little. I leave my work ladders on a job site where I'm working for 2-3 months at a time. The homeowner thinks I'm nuts for locking them together at the end of the day. I explained to him about a friend in the same business , left his extension ladder on a reroof job at the end of the day, homeowner and neighbor borrowed it after hours, without permission , and neighbor fell from maybe third rung or so and is seeing for big money because he's not able to work and is traumatized. Good luck on you quest. Don't come by my house until springtime. It's fall in NY and my trees are dropping leaves every day.

not following how the university was negligent. Doesn’t sound as though they placed the leaves over a random hole...leaves fell from a tree and covered it.

Sue them. "They" print money and have unlimited money. Sue 'em. It's your right.
