The top one is the flag of Edward Teach, Blackbeard.

Diver in distress is my guess. Flying the American flag upside down is a sign of distress. Diver reaching back and another with hand in the water seems to indicate help is needed/being provided.

Any national flag flown upside down is indicating distress. Not a clue of what that bottom flag is all about. It is not a flag of the USA (United States of America).

Sorry folks but there is no such country called America. There is a North America & a South America continents. Each has its own collection of countries. You won't find America listed as a member of the United Nations. No offence intended. Have a look if you doubt me.

Personally, I find that black & white flag highly disrespectful on a number of levels starting with being upside down..

America....is commonly referred to as short for The United States of ________. Anyone? Anyone? Beuler?

Meaning of the flags, is that some retards boat is running around without what he erroneously thought was a cool flagpole.

Black Beard, and I'm going to guess he earned his Rescue Diver Cert and thinks its a cool way to brag about it. It's a dumb flag.

The Italians have been flying their flag upside down, but nobody noticed except the French.

Yeah but the next guy you meet and you reply, America, you will quickly hear, oh the United States? You can't win with that one. I just say, Florida. They all know Florida.
