Usually it is Canadians near the border doing that in large trash bags with cheaper USA fuel.

That is pretty common in many central south american countries but they use a better bag. I live in Houston and that is all I will say about it so I don't get banned.

I've never seen a shopping bag or a gas pump with a warning sign saying, "do not fill gasoline into shopping bags."

So obviously it is safe to do so.
