Looks like the work of a blue heron.

I'm more concerned about the pitting I see. Krylon can cover the rest, well, not really.

That motor looks like its 20 yeras old, from the pics you posted anyways.. Is this on a commercial boat?

4 years old. Nope. Covered for 2 of those years

While it should not matter I think I would have cleaned up the motor some prior to talking with the dealer.
