Are apartment odors as tough to eliminate as cars?

Here's what I would do.

Remove and replace anything like carpets or drapes.
Wash all the walls and flooring with TSP and then pine sol.
Change all air filters, especially the one over the stove.
Put about 8 or 12 bowls of white vinegar in the unit for a week or so.

Then let it air out for a few days.

Way back when, a bottle of milk broke in the back floorboards of the Catalina.
That car got replaced a few short weeks later.

I bought one of the home made two plate ones off ebay, and it puts out so much ozone I have to cut it off after 5 minutes in a single room and let the fan circulate it around.

Bought one of them years ago. Usually it will work for mildew smell but compared to one I borrowed last time for a MAJOR stink in an 1100 ft. condo I bought from a 600 lb. (not exaggerating) mostly housebound woman it's a toy. The day after closing every window was opened while the crew removed the carpet, window treatments, popcorn ceilings, kitchen & bath cabinets, and popcorn ceilings, then primed with oil based Kilz. Several days later the stink was still there so closed it up with both my little and buddies major sized ozone generators with the AC unit's fan on "run." 24 hours later aired it all out and although better, still had the stink so ran them another 24 hours. It was so nasty that when the windows were open you could smell it in the parking lot. She had lived there for like 20 years and always had one or two small dogs that the live in aid wasn't allowed to take out to walk so they used the carpet in any areas they desired and he would then "clean" up and spray with some air deodorizer. Every 4-6 months when she felt it was needed a carpet cleaning company would show up and do its thing.
Personally I think only one that was in the vicinity when a septic tank was being pumped could imagine the stink, but now 3 years later, thanks to the ozone generators all is well.

I think ill just buy the 2000+ft2 ozone machine from Amazon and see how it works.
I have several of the Villa 1000 for RV's and vehicles. When a "smoker" or pet owners trades in a bus and and you can't stand to walk in the door, the 1000 kills it in 24 hours to never return. We have the 3000 for our larger sales office because my salesman thinks it should always be 65 degrees in there on a 95 degree day so we get a little musty at times over the weekend. In the past we rented machines. When I found how low the prices are and how much better the smaller machines are, we purchased our own. The rental machines have been much better, but these new machines do the job....

Just rent it to another Indian family. They will appreciate the cultural sensitive welcoming touch.

Get a couple cans of Ozium. They sell it at the auto parts store. If it will get tobacco smell out of a car, it'll get curry smell out of an apartment.
