Default Lee Outriggers Stuck

I have a pair of Lee 16' outriggers original to my 2006 Regulator. The port side rigger is tuck in the down position. I can swing it in and out but can not budge the plastic ring at the base or get the rigger to raise.
Anyone else come across this? How'd you fix it?

Have you tried having someone lift and lower the tip of the rigger while someone tries to move the black collar

This is what you need to do. On mine if I don't apply a little of upward pressure the ring won't budge - I'm sure it has to do with the leverage the outrigger is applying to the mount - need to relieve it
