Default Powerhead removal 1988 Evinrude 9.9 problem

I'm trying to remove the powerhead from my 1988 Evinrude 9.9 short shaft due to a cooling water blockage at the powerhead inlet. I have removed the 6 powerhead bolts, and 3 rubber mount bolts, the carb, the cyl head, and port side bypass plate. Also disconnected the throttle cable, various hoses and shift interlock linkages. I can't see anything else holding the powerhead on except the gasket. I tried prying up and knocking side to side with a rubber mallet with no luck
What am I missing?

Did you get the long bolts out that you wouldn't think go up that far to the head? Been there...

Yes they have been removed.

the drive shaft is probably holding in on. with that year I would imagine it has not been removed in a very long time

Have you tried removing the lower unit ?

I have a power head that will fit that motor, going on eBay after Christmas
