If you lived in Washington state and wanted it for a commuter from island to island it "might" make sense.
If you are looking to enjoy a boat, sun, wind, water and maybe fish, that boat would be a very wrong experience. My opinion anyways.
Not trying to sound like an ass, but I would not call that thing a yacht by any stretch. Kinda looks like an old AMC Pacer.

Can you use yacht to describe a 24’er?

Mom taught me that if I can’t say something nice, don’t say anything at all... But, she can’t whoop my ass anymore. So, YUK!

To the OP, google boat trader, yachtworld, and even go down to the THT classifieds and you’ll see gobs of better options for under $200k.

Probably not, but possibly. Yacht certification is granted but the NMMA here, but I don't know what euro builders equivalent is. If this qualifies under euro standards as a yacht....

Look around for a local Santa Barbara Channel boat, one designed with our waters in mind, like a Radon, Anderson, or maybe Wilson, all built locally for the channel waters
