Hull discoloration, when to worry?

Default Hull discoloration, when to worry?

I'm looking at some used boats in the 17-19' range and so far finding it impossible to find serious sellers who actually want to sell what they've posted...but that's another discussion. One boat I've been looking at looks pretty clean, however, I noticed the transom has a brownish/orangish discoloration around the drive. What I've read online is that it's likely water stains and therefore harmless but I wanted to ask on here and show the picture to see what you all thought. Could discoloration like this be indicative of a bigger problem than just water staining? Thanks!
