Practical on at 14' tinny. LOL! It also doesn't say which way that 3:1 ratio goes, from the look of the pic 3 turns of the handle to 1 turn of the prop.

That's what I imagined too , but here's a video that indicates the opposite. This could actually be a very resonably handy device for appropriate situations.

And it's a very old concept.
