Check out Dusky. Good, solid no nonsense machines.

2150 Bluewater, or whatever else you want.
Best of luck on your new sled!

Pursuit is the best brand out of the ones you named but I think the smallest boat they make is 23 feet and is pretty expensive. Robalo makes a big heavy boat for that size and will probably give you the best ride

Not sure what you want to do with the boat. To get an answer you really need to explain what you want to do with the boat.

If I needed an all around do-anything inshore fishing boat for the north east or mid-Atlantic without a t-top or seating I would buy a 20 foot Jones Brothers light tackle fisherman with an F200.

If I was in the market, I would add Key West to the list

I second Pursuit. I have had mine for a few years. Hell of a boat and certainly one of the more beefy CC out there. Mine is a tank not sure about there 23' line.

You should consider both the Blackfin and Cobia offerings in that size range.

"best value" and "best manufacturer" are not necessarily an intersecting set. As requested, what's your budget?

In a 21’ based on what you plan to do is match the $ and boat features to your use

If fishing
-Does it have the most space behind the leaning post
-Fishboxes and are they insulated
-Livewell
-Open bow
-Amount it rod holders
-Weight and deadrise to benefit how you fish. Trolling, Running far out, or drifting

If family cruiser
-Seating
-Toilet
-Cooler space
-Ability to board from water

etc

Best value? Bayliner. Gets you on the water super cheap. I'm mean it's a boat, right? You just need a boat.

Man... are there a lot of good choices in this range. Any boat this size with an open deck plan is a good choice IMO. I hate forward seating.

Never understood why smaller boats don't have modular seating.
