Default WHAT do u call this item, i want to buy but don't know the name!!!

it's not a outboard rigging tube, not a rigging base, not a plug, similar to a rubber grommet but very big size, with center area offset but not open hole. i need to drill 2" hole on my transom bulkhead and feed some wire/tube in it so i need THIS item, but don't know what it's called how to buy it ? ?

damn it all of them have a little different in design than the one shows in picture, but the closest thing would be a 'cable grommet' long long time ago some guy told me those things are called 'whopper stopper' ? ? ?

the closest item I found is

but that item don't have offset, also my current one I ran 1 cable in and it kind of ripped open the rubber.
