Default bullet boat 200 evinrude not getting on plane

I need some help with issues im having. I bought this boat at end of last year took a quick test ride and boat performed great. Did compression test all cylinders at or very near115psi. Took the boat out last week boat would not plane out tried mutiple combinations of triming all the way in and out with not much change.Motor seemed to be running a little ruff. Changed the plugs and wires drained the old gas had a new water pump installed and new gear oil.Also lowered motor 2 holes at the suggestion of a friend. Took out today and although motor sounds better still will not get on plane seems like whenyou nail the throttle bow goes up and prop almost makes a sliping sound and when you let off the wake is coming over the back of boat. It has a 4 blade prop on it not sure of pitch and also have another prop that came with boat each run I ve had myself and one passenger about 15 gallons of gas 3 batteries and lite tackle if that helps any.also this boat is 96 model with 96 motor with low water pick up Im no really hip to pitches in props lowing or raising motor advantages or disadvantages.Any advice would be appreciated and also i did look through some other threads on here looking for answers till my eyes got tired.

How many RPMs at WOT? Very rare that lowering a motor helps. Your antiventilation plate should be at about the bottom of your transom when trimmed down.

Swap the props and run it again. Sounds like a spun hub in the prop.

What rpm's are you turning? If she's getting up in the rpm range, it could be a spun prop as mentioned above....if not, how old is your fuel?

Try swapping the props first. It would really help to know what model Bullet and exactly what props your running. The Bullet guys on fastbass.com will set you straight. They know these boats inside and out.
