I used to have this problem every spring. Little mud wasps would nest inside. You may also have a blockage. Have you removed the cowling and looked?

I have actually avoided lower cowling removal due to being told of the difficulty of proper replacement. I guess I have no choice here...

Nothing difficult about it. When you slide the cowl forward just make sure the forward ends slide outside the clips, that's all. If its on wrong you will see the clip sticking out and a noticable gap.
Now that said, I picked up my boat from the dealer for a fuel float replacement couple of weeks ago and the "certified" Verado tech had missed it and put it on wrong, jeez it's not rocket science. Then again this dealer is known for sloppy work.

Here's what worked on my Suzuki: remove the pee stream "deflector" (the small elbow on the outside of the engine that directs the stream up or down. Using an air nozzle attached to a compressor, blow in the pee stream tube. Should remove any blockage.

happened to my uncle once when he accidentally backed up too shallow. prop lightly struck some sandy bottom, motor shut off. no problem, we refired the motor, but realized a few minutes later it wasnt peeing.

we werent sure if we had broken the impeller or something. i just removed the cowling and took his freshwater hose, unscrewed the nozzle, screwed his freshwater washdown hose into the motors flush hookup, turned the freshwater pump on, and a chunk of mud/dirt flew out the pee hole... after that, all well..

Removing the mid-cowling on a Vrod is pretty easy. Just lift the lever up on the front side of the powerhead and pull the cowing off from the back. The key when reinstalling is 1) make sure the groove around the base of the cowling fits around the sealing gasket, and 2) make sure the forward wings on each side inside the plastic receivers. Flip the lever down and she installed and secured correctly. Do it enough times and it's a piece of cake...
