Can someone explain how i911 works?? Apparently this is a newer platform established by the USCG... Do you need to install an app?? Or is it simply activated when dialing 911 from a cell phone verse landline??

I believe once you have contacted the coast guard and given them your cell phone number, AND IF YOU ARE IN RANGE OF A CELL TOWER, they will text your phone back asking for permission to access your location. Once you accept their text, a little app runs that pulls the GPS location of your phone and sends it to the Coast Guard. So....it only works if you have a cell phone in range of a tower. And you only need it if you dont have a chart plotter or any other GPS device that has coordinates that you can read out to the coast guard. It basically just pulls the GPS coordinates from the phone. It is in a pilot roll out. You could also download the Coast Guard app, and it shows your Lat / Lon, so, if you dont have another device, you can just read it off of your phone and tell them, without having to wait for the text message and accept it back.
