Yamaha OX66 250 Throttle Problem
Twin 2001 250 OX66. When running at 4000 RPM the starboard engine came out of gear but the RPM stayed at 4k. When giving the engine throttle the engine will rev but it will not engage into gear. Also the port engine will not go above 1500 RPM by itself and it will only increase RPM if the starboard is increased. What is the cause of these problems? Throttle linkage?

starboard motor sounds like a lower unit went out or possibly a spun prop.
