Water Coming In Question - Part 36

Ok, once again I will try to pick you boating guru's minds. I have been dealing with this water issue all year. I finally took video (which I cant seem to post) but captured this still. The water is trickling in from where the trim / tilt hoses come through the transom. This is perplexing to me as I have changed the gaskets 3 times to ensure they were intact. I have also sealed the entire bell housing with 5200. The amount if water is a trickle, but is pretty constant.
My question is whether an issue with the bellows would end up draining here? The bellows show no signs of damage, but need to be changed as its a new boat to me and I do not know their history. However, with the amount of water, short season, and functioning bilge.....I am waiting to the off season.
