Default 2550 Bayliner can't get on plane. Tried everything!

Hi,
I have been following this forum for quite some time, and have researched this issue to death. ANY help is appreciated.
I bought my girl about 4 years ago, its in great shape and needed a little mechanical work, so I bought her. The journey has been long, but after all is said and done, she just can't get past 18 miles per hr, 3,000 RPMs.
I bought a brand new 5.7 engine, good compression. All new components (Alternator, fuel pump... everything)
New batteries
replaced upper and lower OMC units as they were not the correct ones.

I've reviewed every post and tried numerous things. I did check a few spots in the transom for core rot and water, and it was pretty solid.
Here's the mystery, and I call upon the gods of knowledge here.
I have gotten it up to 26 MPH, but its not regular, only that time. I removed the ESA and tach leads, and the boat had considerable power. But it never returned.
That led me on a wild chase of testing for an electrical issue, and I have tried everything.

The only issue I can say it may be at this point it the distributor. When i put in the new engine, I replaced it with a new Pertronix Flame Thrower billet and coil. I have read that there are issues with these units, and before I make a purchase to the Mallory magnetic, I would like to know if there are any experiences you may have had like these.

Thanks

Weigh the boat. Might be water logged and overweight.

What he said.
Weight the boat.
Then
Don't depend on your tachs - use an optical tach on the flywheel to verify
At wide open throttle you should reach max rated rpm
If you don't then there is a gearing or propr problem.

MPH aside that RPM at WOT is too low. Have you confirmed your carb is wide open? The time you hit 26 MPH, what RPM?

I had a similar problem. It turned out the boat was over propped and had been through four owners since 1975. I changed the prop two years ago and it was like magic.

You have to check the basics first.

Is the bottom clean? My boat sat for 6 weeks without a diver and all I could do was 3200 RPM at 16kts at WOT. The boat will do 30+kts at 5000 rpm WOT with a clean bottom. Growth can add drag and really disrupt the efficiency of the prop.

How heavy is the boat? If you have her hauled they can tell you. If not take her to a cat scale.

What is the size and pitch of your prop?

What is the transmission/drive and gear ratio?

How many HP is the engine?

I think you really need to answer those questions before you start replacing things.

Wow,
Thanks so much for all the responses. As I said, I've followed this group for awhile, and its always been informative.

For the props, it had a 19" on the original set up. I changed to the factory 15" and saw an increase in RPM's but not significant, and no gain in speed. I've also ruled out a spun hub, and I put a new gimble bearing and new hub off the flywheel when I replaced the engine.

I sanded and repainted the hull last year with an anti foul abrative paint, I saw an improvement, but not hitting the 4200 RPM im looking for. There is some slime now, but not a whole lot. I was going to try an epoxy like shark skin to see if that helps.

Carb is wide open, I bought and installed a brand new Edelbrobk 1409.

Not skipping / popping at WOT, but just bogs down. It does pop out of the hole quickly when I push the throttle.

As far as weighing it, I was going to call my marina and ask if they have a scale, but I did probe the transom and stringers for water, and its come up dry.

I still believe its an electrical issue, which is why I asked about issues with Pertronix and the hall effect.

RPM was close to 4,000. I wish I could replicate that

Slime on your hull can affect performance. If you are going to start replacing ignition components have a diver clean it first so you know what you are working with.

Are you trimming the outdrive or just running it all the way down?
I had similar issue way back with my 23 it needed a good bit of trim to get the speed up

What propeller are you using? Exactly which 15” pitch? Part number?

What is the gear ratio of your drive?

Thanks Lorne,
its a 5.7 290 HP, I had it built to specs.
I agree the hull cleanliness can contribute, but does that mean I would have to pull her out every to weeks and clean it just to get on plane?

Gears are all as factory spec

And what gear ratio is that?

Kinda sounds like your distributor isn’t advancing timing, or the timing is off. When you put in the new motor, did you use the old distributor? Have you put a timing light on it while running under load?

Is it installed correctly? How is the timing set up?
