Default Mercury 90hp command thrust dropping RPMs

2015 - 90 hp - Merc 4 stroke. Only 95 hours on the engine. Throttle up - about 3,000 RPMS it starts kinda stumbling like it wants to fall on its face. Throttle down - throttle back up - same thing - maybe 4th or 5th try it gets past it (rough) I get to 4,500 RPM WOT.... Then it goes to 5,500 - then DROPS 500-800 rpms - then back up.

Back at the dock in neutral I got the RPMs up to 1,200 - pulled coils one by one and got a ~200rpm drop on all 4

Rec 90 in the boat... was thinking running an aux fuel tank to rule out fuel. Other ideas?
