High enough to keep the people in and the water out.

Contender keeps it pretty close the minimum,
it hits most people in the mid thigh range, which is pretty perfect for fishing and safety

It not it depends on your height in shoes, the amount of drag on you reels and rail distance over the water if you want to be able to reach the fish and release in the water., 2 piece or 3 piece hull, hull type, and whether or not you drift fish a lot at the rail as opposed to trolling more.

If you use thick coming pads to pad you knees you can go lower.
I'm 6', so I need 24" to be above my need to not need coming pads.
I use heavy drags, so that also favors 24" min in the rear.
I was using light spinning gear and drags, I don't need that much height for leverage, but if going lower, I would want a 3 piece hull and toe rails for safety.
I fish out of a cat which is higher over the water than a mono. As I like a high rail, I need someone to grab my belt so that I can lean over a lot to release bill fish. But If I fished tarpon, I would want a lower rail for sure.
I drift fish all the time, so a 3 piece rail is worth the extra money.

^ This, or a couple of inches more. Lowest gunwale height at the transom I have ever seen on a large center console fishing boat was on a 27 Conch, and it was 19 inches. The reason it was 19 inches was that a Key West guide who helped design the boat was only about 5' 2" tall, and he wanted a low gunwale that fit his profile.
