Default Barrier coat or bottom paint...remove all paint first?

I have a Mako we are restoring that will live in tje water once done. It was previously painted with a one part paint, and we are removing all of it so we can have it sprayed with a quality 2 part paint like Awlgrip from the waterline up and throughout the inside of the boat. The boat is on a trailer, and easy to get to that part, but not so much below the waterline. Will I have to remove all of the old paint if I want to barrier coat it? What if I skip the barrier coat for now, can I go straight bottom paint over the old one part paint? Thanks in advance

Get everything off! Then paint with 2 coats of epoxy and 2 coats of anti fouling. I like Pettit for ease of use.

The old paint needs to be removed, no options on that part.

Have bottom soda blasted to remove old bottom paint. Interlux 2000E barrier coat requires 4 or 5 coats. Alternate between white and grey color. Very important to follow manufacturer’s instructions regardless of the product you use.
