Default Wellcraft 22WA performance/purchase

Looking at a 2000 wellcraft 22WA to purchase. I have a few concerns I am looking for some input on. First, its a 5.0GL volvo SX drive. During the test drive it took what seemed like 10-15 seconds to plane with 3 adults and half tank of fuel. Max RPM was only 4000 and top speed was 30mph. i am sure reducing prop pitch by 2" would help dramatically, but want to know what other folks are getting for performance with this boat/motor combo. I am worried that it may have some extra weight in the hull (water in stringers, transom, etc.) Is this a valid concern with this model? The other issue is it had one hole in the transom that was not sealed properly for a cable and is leaking water in. I can stick my finger in the hole and feel the wood core, it is wet but not soft. is it too late to try to dry it out and seal it properly. It has probably been this way for at least 4 years. Other than that it seems to be well cared for and in really good shape for the $12,000 he is asking for it. especially with a bunch of extras. Any thoughts?
