Default HELP 2006 Honda bf225 wont go above 2500rpms

Ok guys I need some help I got this 06 honda bf 225 recently installed on my 22 key west cc , went out for a test run this past weekend and it would not rev past 2500rpm my max speed was about 35 mph, engine did not stumble or act like it was starving for fuel, I did change oil, all fuel filters the one in vst tank, and put new NGK plugs all this was done before my test run, no warning lights or alarms and I did check my cable adjustment and there ok. Anybody have any ideas before I send it to dealer???

What prop? 35mph st 2500rpm sounds like you could be way over propped. Also are you sure that your tach is reading right? I would also check the HO fuel filter, but I would be looking at the prop and tach first.

I believe tach is ok I got a 500 rpm idle, how would I test it? As for prop it's a 14.5x17p 4 blade over kill?

2500 RPM and 35 MPH on a 22' anything doesnt compute. 17P Prop sounds fine - there's a huge fly in your ointment

You can't do 35mph with a 17p prop at 2500rpm on that engine. Would be closer to 15 - 20mph max. Get a cheap photo tach gun and check your real rpms.
Prop should be ok or maybe even a little small. Tach is wrong or you weren't doing 35mph. 35mph seems to low top speed so check that engine isn't too low

Took some measurements this morning so my anti cavitation plate is 3 inches below the bottom. Here are some pics
