I don't mind people leaning their seat back. I mind them:

- Leaning it back as fast and hard as possible
- Continuing to toss and turn and shoulder-slam the seat as if it will magically give up an extra 3" of recline
- Changing the angle of their seat over, and over, and over again

I rarely lean mine back more than ~20% of the way, frankly I don't find it any more comfortable
