I personally just use the pre rigged hoos you can buy at the Yellow bait house in Key Largo. My spread usually uses 2 hoos with either pink/white or yellow/green skirts and 2 dolphin Jr. plastics. Once they are by the boat I use live pin fish, frozen finger mullet or cut squid.

Last bit of advice March is still pretty early in the season as far as weather goes. So it might be hit or miss as far as how hard the wind is blowing. Anything over 15 knots and it wouldn't be a fun ride in a 23' boat. I check the weather using the Molasses Reef weather info from NOAA here http://www.ndbc.noaa.gov/station_page.php?station=mlrf1. In case your not familiar Molasses Reef is right offshore of Key Largo.
