Re 9"" v 13" choice: Take your rod and reel and hold it at about the height it would be above the gunnel and choose the height that is most comfortable for you to use. You don't want to have to bend over too much and put strain on your back, but neither do you want to be too high with the reel up under your chin. You really want to take some time to figure out where in the gunnel to place the holder, too. You don't want the holder in a place that won't work well through the whole swing arc (e.g. you don't want a placement that will let the rod swing into your outrigger lines or the radar arch I see in your boat picture).
