I wasn't offering a suggestion. The primary reason it won't work is that to offset the cost of the cleanup the oil needs to be recovered. Whats floating on the surface is the better oil. If a skimmer can pull 24,000 barrels of oil on a good day at the current market prices that not chump change. The other half of the oil is the consistency of diarrhea and is suspended below the surface. Hay would have virtually no impact on the chunky suspended stuff and unless you come up with a brilliant way to squeeze the oil out of the hay I am pretty sure that BP would just as soon skim it up. Why would you throw hay all over the oil and then you have a billion pounds of contaminated hay your gonna have to pick up anyways.
