At 26 years old it is possible that the water tube may have developed a pinhole leak, also the upper and lower seals on the water tube grommet and exhaust housing could be worn or damaged.
This^ I use 3M Super Weatherstrip and Gasket Adhesive to hold the exhaust gaskets in place when putting the lower back on (also replaced them with new). If these gaskets shift out of place you will get exhaust pressure leaking up to the engine housing like the video.
