(1) Get an old school hand saw. Sharpen the tip with a grinder and it will saw and slice the foam nicely to the bottom of the tank. Then the jack and other lifting aids come into play.
(2) Tanks with fumes are DANGEROUS. If the tank is to be scrap you can cut the tank and collpase it. Vacume can also collapse the tank some to make it easier to get out when under lifting pressure from the jacks. It does not take much extra clearance to greatly reduce the required lifting pressure.
