Dont pay to take any training just read thru the Navigation Rules and Regulations Handbook.

my MMC states OUPV inland because at the time thats what sea time experience I had ........

however my Mariners course certificate states OUPV................. it doesn't say inland or near coastal or any other designation

Now that I have near coastal sea time experience I wanna upgrade
