I just did this. Back when I got my OUPV, Great Lakes time was considered inland and my license was labeled "Great Lakes and Inland". A few yrs ago they changed GL time to now be near coastal. I renewed in 2018 and asked to be upgraded to Near Coastal. They sent me letter that I just had to retest rules of the road within a yr. I responded by asking if I could continue with GL til I had time to test and they send me a new OUPV with GL. When I finally had time I ran down to CG testing center and took the RoR and in a week or so I had a new OUPV with Near Coastal.

Dont pay to take any training just read thru the Navigation Rules and Regulations Handbook.
