Can't speak for all policies, but in my case the liability aspect of trailering is covered. Coverage for the trailer and anything on the trailer is a separate policy. For instance collision/comp is covered for my boat and trailer when they are on the road, behind my vehicle or anyone else's.

For utility trailers with the exception of the gooseneck, we self insure collision/comp. We do have riders added to my parents homeowners policy for a pair of tractors & a diesel zero turn mower that covers them during transport, regardless of what truck/trailer they are riding on.
