Sure. Just look at its geographic location. There is a large bod of water with very little current. There is very good protection in the creeks, harbors, and marinas. Steady winds, usually from the SW during the summer. The bend in the Neuse just upriver means that there are two different sailing experiences and sea states available based on wind direction. It is in the center of a lot of places to visit and places to anchor that are less than a day's sail away. That's just off the top of my head. There are probably other reasons too.
