My favorite all around reels are the Penn 500 (Jigmaster). They hold a ton of line, cast a mile, and have very quick retrieve speeds. Best of all, you can get them for 30 dollars on ebay. If they go bad, scrap what you can for parts (i.e. the spool and expensive line) and get another one. You will probably pay more to put line on the reel than you will for the reel. Penn 4/0 (113) is another great option, although they are slightly more expensive. As for rods, I like a long, flexible kingfish rod for trolling and you cant beat an ugly stick for bottom fishing. You should be out the door, with line and leader, for around 125-150 per combo. Remember that it might cost you 50-75 dollars to put line on a reel, and that braid is worth it for bottom fishing. For trolling I use mono on my reels almost exclusively.
