I have a 23 ft. Bay boat which is probably lighter and has less wind resistance than the op 23 ft CC. You won't be doing any sking behind that boat with a tm. I have an 80 lb 24 V and the best in a no wind condition I can do is about 2.8 mph. I don't think there is any harm in running the tm at top speed but the batteries will deplete very quickly. It is not a practical alternative to a kicker for the use the op has described.
