Wildlife, including fish, cycle. They go through good times and bad for any one of hundreds of reasons. We used to hunt rabbits on a number of farms; some years they were friggin' everywhere and we would limit out quickly. Some years there were nearly none. Most of the time we were the only people even hunting so the rabbits weren't hunted out, they just cycled. Wahoo aren't hugging a reef, they're all around. I see absolutely zero chance they're over-fished. Now snapper, etc on a close-in reef, sure. But even if they are over-fished, they'll repopulate if left alone long enough. But go offshore far enough, and they turn into pests. But you'll always have the short-sighted chicken little people screaming crap.... it's very frustrating.
