No, GVWR is not the same as towing capacity.

GVWR minus the weight of the truck is the amount of payload you have remaining.

Your boat trailer has a tongue weight, which is what impacts the payload of the truck. Many boats trailer are in the 5 - 8% tongue weight range. You need to know the weight of your boat trailer's tongue, and the actual payload of your vehicle, to know if you can safely tow an 8,000 pound boat plus a ____ pound trailer.

And you need a trailer brake controller, unless your trailer has surge brakes.
