Intensity is the hardest thing to predict, so it is literally a SWAG and dependent on which model is being used. I also typically don't pay attention to gusts, as they are what they say - gusts. Sustained speed is what causes the damage. Gusts are used by internet forecasters to sensationalize.

As far as the waters, just depends on exactly how much we get. Since it will hopefully follow the predictions and be very fast moving, hopefully it won't have much of an additional effect. There isn't anywhere for water to go though, so some flooding is still possible/likely. But more in the way of flash flooding than the slow delayed river flooding like from Florence.
