Can you move the cooker to spots protected from the wind? That seems like the easiest fix.
It's often windy here, so I fabricated an insert out of aluminum diamond plate that goes between the vents and the burner, so that I could eliminate about 80% of the wind blowing out my grill.
Works much better now, and if the wind was every to slack off, I can pull this insert and get full venting again in about 5 seconds.
