The race organizers and track owners go above and beyond to provide venues that are as safe as possible so they can afford the insurance. One of the main reasons they changed the lay out of Road Atlanta a few years ago is that the insurance company told them that the corner was too dangerous and if they didn't change the course, they wouldn't insure them. There are tracks around that only hold track days because the insurance is too expensive. Different world, but my dad used to own two motocross tracks and the price of insurance for a practice day was about 1/5th the price of "race day" insurance, so there were 2-3 practice days a month with a race about every 8 weeks or so.
