This is true. And likewise congress also never declared Vietnam, nor the current Iraq thing, whatever it is. Neither of those fit the Constitutional prerequisites of "war" concerning our participation, not that it matters. The Korean Conflict was the beginning of the UN’s involvement in globally managing “wars”. The US has not technically been to war since.

I think it was a Rep from Texas (Ron Paul?) that tried to put a bill before congress to declare war for the Iraq situation, claiming that was the right way to do it, and Rep Bob Barr chastised him saying we no longer live in a time where there is a need to declare war.
