The pen raised birds are not producing or the wild birds? In the Southeaster US quail have had major problems in the wild. Pesticides made the eggs shells brittle. Changing agricultural practices changed habitat for the worst. Predators are also a problem. Remember when hawks were endangered? Now they are like song birds. They are everywhere. I would look at these factors for your pheasant population. Pesticides are easily controlled. Habitat and predator control are not as easy to get everyone on board with.
