So you're saying that possession of felt soled waders in your truck is illegal in AK? That's the same analogy to the permit.

I checked and in fact felt soled wader boots are legal for use in saltwater in AK. Felt soles are also legal in freshwater as long as you are not hunting or fishing. Totally different approach to the issue than WA. It does not violate the constitution and it focuses on freshwater while actually engaged in fishing.
